Paragraph 40 of the National Partnership Agreement on Essential Vaccines specifies that the COAG Reform Council (CRC)will annually assess the performance of each State and Territory against the improvement areas referred to in Clause 35(b) of the agreement and subject to the detailed arrangements in Schedule F.
In April 2010, the CRC requested the Steering Committee for the Review of Government Service Provision to collate performance information for the agreement. In accordance with the principals of transparency and public accountability outlined in the Intergovernmental Agreement on Federal Financial Relations, the Steering Committee publishes the performance information it provided to the CRC following the public release of the CRCs assessment report.
The CRC ceased operations in mid-2014.

The following reports assess the performance of State and Territory governments against the four benchmarks associated with reward payments in the National Partnership Agreement on Essential Vaccines (NP). The four benchmarks are:
The Productivity Commission's role is to provide an independent assessment to the Council of Australian Governments (COAG) on whether States and Territories have achieved the performance benchmarks in the NP.
The assessment is provided to COAG before reward payments are made. The Productivity Commission does not recommend whether payments should be made under the NP.
